What are you looking to do? I am not a fan of exhaust brakes on our trucks. And while some tuners will tell you the VGT turbo can act as an exhaust brake, ask yourself if you want to be spooling the turbo while you are trying to stop. But to answer your question, the converter can be locked whenever you want.

i was looking at putting in an exhaust brake or retarder to exhaust flow would be a better name, its downstream of the turbo outlet.
hoping to have it work in conjunction with the T/H while pulling my fiver or it pushing me down mountians
as it sits now i can star in od at the top of the mountian, then tap the brakes as i speed up some it hits 4k in 4th and tap the breaks going down and it will slow to a point that it can safley jump into a lower gear and it ramps back up to 4k and i do slow down but damn sounds like its going to explode
thanks

I had a tune from another vendor with the "turbo brake", it sucked big time!
There is no communication for the engine to know you are in t/h, this means your turbo brake is always on with no way to turn it off. The t/h feature is only trans control.
IMHO, the turbo sounds like its working triple time and does not feel good on the tranny when not in t/h.
